Like filling a bucket through a narrowing tap: fast at first, then slower. One time constant reaches about 63.2% of the final voltage.

Initially discharged ideal capacitor, charging through one resistor from a constant step supply. No leakage or output load. The target is a percentage of final voltage, not stored energy.
